Before a remote tower operates, its safety must be formally assessed. In the FAA context this is the Operational Safety Assessment (OSA); in Europe, safety cases under EASA acceptable means of compliance and the EUROCAE ED-240 series.
The assessment identifies hazards specific to camera-and-sensor operation, blind spots, latency, image degradation in weather, loss of feed, and defines mitigations, procedures, and contingency arrangements. Safety Risk Management (SRM) panels bring together controllers, engineers, and regulators to work through these hazards.
Operational acceptance depends on regulator approval, the safety assessment, procedures, staffing, training, and local operating context. It is not a technology decision alone.
