The Operational Safety Assessment (OSA) is the FAA's structured evaluation of the hazards a remote tower introduces and the mitigations that make it acceptable. It is a core requirement in the Remote Tower Systems (RTS) pathway for non-federal applications.
The OSA works through failure modes specific to camera-and-sensor operation, feed loss, latency, image degradation, blind spots, and defines the procedures, redundancy, and contingency arrangements needed to manage them. It feeds the broader safety case and the System Design Approval process.
