Overview
ICAO is the United Nations specialized agency for civil aviation. It sets the Standards and Recommended Practices (SARPs) that member states adopt, including the international framework guiding remote and digital tower development. ICAO does not operate air traffic services; it sets the rules the operators and providers follow. CANSO guidance and EUROCAE standards both reference the ICAO effort toward common remote-tower standards.
